Updated October 24, 2026. These are third-party estimates, not our prices. We don’t do the work, and the contractor’s written quote is what counts.

Why Philadelphia quotes run higher

National averages describe the deck. A Philadelphia rowhome project often also includes structural reinforcement, a new flat roof, a pilot house, and materials hauled up through a narrow house or hoisted from a narrow street. Each line in Philly Home Collective’s breakdown can add thousands.

The roof underneath

Angi’s Philadelphia figures put flat roof replacement at an average of $4,098 (most pay $2,384–$5,813), with tear-off at $1.50–$5 per sq ft and a structural engineer at $350–$690. Roofing under the deck.

City permit fees

L&I’s fee schedule (effective October 1, 2026) lists one- and two-family alterations at $76 for the first 500 sq ft plus $56 per additional 100 sq ft, and electrical work at $25 per $1,000 of electrical cost. Details.
